Chapter 1 General
Article 1: Name
National School Sports League (Robot Sports)

Article 2: Nature of The League
The National School Sports League (Robot Sports) ( referred to as the League) was established in 2013 with the approval of the Ministry of Education(JSY [2013] No.37) and under the direct leadership of the Department of Physical, Health and Art Education of the Ministry of Education (hereinafter referred to as the PHA Dept.). In terms of provisions of this Charter, the National School Sports League Robot Working Committee (hereinafter referred as the Working Committee) is responsible to organization and management, and all levels of government’s educational competent authorities, ordinary institutions of higher learning, vocational and technical colleges, secondary schools and primary schools in the name of school or competent authority can apply to join in voluntarily. It is a school member organization which is set up by the Ministry of Education to carry out quality education with robot as the carrier.
The Articles of the National School Sports League (Robot Sports) (hereinafter referred to as the Articles) is hereby formulated as required by the general requirement of the Ministry of Education and provisions of The Education Law of the People’s Republic of China, The Teachers’ Law of the People’s Republic of China and related document spirit of the Ministry of Education, aiming at giving full play to the advantages of schools’ education and teaching resource, to provide students with a robot-carrier interdisciplinary platform for students to learn, to exchange and to compete, which can meet the work requirements of theoretical study, practical application and qualification authentication for programs as robot and AI education, robot competition, humanities science and technology, computer programming, robotic English etc.; all in all, it promotes the comprehensive reform of quality education.
Article 3: Purpose and Idea
I. Purpose
In order to thoroughly implement CPC Secretary General Xi Jinping's important statement at the National Education Conference, under the correct leadership of the Ministry of Education, the League focuses on the newly added robotics engineering major and AI major by the Ministry of Education, as well as the widely carried out science & technology quality education courses as robotic, computer programming and AI subject in the primary and secondary schools; various events about robot and computer programming have been launched, so as to realize the main task of fostering character and civic virtue. The League integrates and optimizes the education resource of its school members, creates education and teaching platform for robot and programming with intersection of multidisciplinary, and innovates robot and programming events, therefore; a powerful force is formed that drives education and talent cultivation combining theory and practice; to realize resource sharing, advantage complementary, mutual benefit, mutual promotion and integral elevation of the quality education with interdisciplinary of robot, programming AI and other disciplines as a carrier.
Following the law of education, the League actively works on project promotion, teaching reform, scientific research, event management, exchange activities, sports education fund, forum and exhibition, etc. In order to achieve the comprehensive teaching reform goal of robot education, robot sports and physical education proposed by the Ministry of Education, the League will regularly organize China International Youth Robot Exchange Activities among the member schools, and carry out in-depth non-governmental diplomatic projects such as short-term study abroad(academic visit), advance study and training abroad and study abroad.

Article 4: Work Functions
1. Project Promotion
1.Provide effective public information and resource services to member units, set up relevant education resource platforms, and build an unified resource cataloging system; so as to establish a comprehensive, efficient and safe learning resource base with robot as the carrier. Refer to the robot course, a unified course and credit standards are formulated, so are the testing and certificating systems. And then the Working Committee shall mange and direct schools, colleges and universities nationwide to carry out, implement and execute the relevant standards, so as to provide comprehensive and systematic services to students for learning robotics engineering and artificial intelligence.
2. Organize the member units of the League to carry out top-level design for robotics teaching, computer programming teaching, practice and competition, formulate teaching guidelines and syllabus for robot courses in primary and secondary schools, and develop relevant basic teaching materials and curriculum resources. Carry out all kinds of robotic and computer programming competitions, formulate unified curriculum standard and credit standard, set up unified evaluation and certification system, implement learning achievement certification and credit mutual recognition, build a credit bank of quality education course based on robot sports and computer programming, provide rich and colorful robotic and computer programming learning resources and learning services for the students of primary and secondary schools nationwide, and establish a good learning atmosphere. Student’s credit obtained by participating in robot sports events, qualification authentication, course learning etc. could be deposited in the credit bank and freely be converted to products as international exchange opportunities according to certain credit rate, in this way, providing preferential services for the majority of students. With the continuous strengthening of the quality education orientation of examination evaluation in the comprehensive reform process of China's senior high school entrance examination and college entrance examination, the credit points of the quality education course credit bank are promptly included in the examination evaluation system.
3.Conduct selection activities of robot education characteristic schools and model schools within the member units of the League, and then give full play to the leading and demonstration role of such characteristic and model schools, further deepen the robot quality education, cultivate student’s innovative spirit, comprehensive ability and sci-tech humanistic quality. It fully demonstrate the concept of "building a school with characteristics, strengthening the school with characteristics, and rejuvenating the school with characteristics";
4.In line with the principle of voluntariness, equality, cooperation and development, establish long-term mutually beneficial cooperative relations among league members, give full play to and make full use of the characteristics and high-quality teaching resources of member schools, so as to carry out complementary cooperation, to improve the quality education quality, school running level and social reputation of each school member, and then to realize the sustainable development of league members;
5.Promote resource sharing and realize advantage complementary by cooperation, lead and promote the development of quality education based on robot sports, improve students’ comprehensive quality and innovation ability, enhance students’ sense of social responsibility, innovation spirit and practice ability; build robot education practice base among mature league members, and cultivate new talents to meet the social needs of the 21st century;
6.The member units of the League have the responsibility and obligation to organize young people to actively participate in all kinds of robot based sports, skill, culture, academic, forum and youth exchange activity organized by the Ministry of Education, China People’s Association for Friendship with Foreign Countries, the Working Committee and other institutions;
7.The member units of the League shall actively participate in public benefit activities organized by the Ministry of Education, the Chinese People’s Association for Friendship with Foreign Countries, the Working Committee and other institutions.
2. Education Reform
1. Under the leadership of the League, the members shall cooperate to explore the laws of education reform and development in primary and secondary schools, establish a new mechanism of quality education, jointly solve the new problems in education reform and development, and make contributions to the construction of modern talent training system with Chinese characteristics;
2. Make full use of the convenient means of modern scientific and technological information development to provide the latest information services and robot related knowledge training services to all member units. Generalize digital learning and online learning, propel reform in the learning manner supported by new knowledge, explore new ways and new manners to provide in-class and outside-class learning for all kinds of students at all levels.
3. In order to implement the core spirit of <Opinions on Deepening the Integration of Industry and Education>,<Opinions on Comprehensively Strengthening and Improving School Sports Work in the New Era> and <The Overall Plan for Deepening the Reform of Education Evaluation in the New Era> of the CPC Central Committee and the State Council, to realize the fundamental task of fostering virtue through education in the league member school s, in line with relevant provisions of <The Articles of the League>, the evaluation mechanism for education and teaching work of robot ic sports interdisciplinary has been set, which is included in <National School League Evaluation System> and <National School League Credit Bank Interim Regulations>, which is a basic project to improve the comprehensive quality of students and a important work to accelerate the modernization of education and build a powerful country in education and sports. It play an distinctive function in promoting socialist core values, cultivating patriotism, collectivism and socialism spirits as well as volitional quality of struggling hard up, so as to build a comprehensive education system of moral, intellectual, physical, aesthetic and labor education.
3. Scientific Research
Thoroughly implementing General Secretary Xi Jinping's important exposition at the National Education Conference and drilling <Opinions on Comprehensively Strengthening and Improving School Sports Work in the New Era> of the CPC Central Committee and the State Council, in accordance with relevant provisions of <The Education Act of the People’s Republic of China> , <The Sports Law of the People’s Republic of China> and <The Articles of the League> , under the under the correct leadership of the Ministry of Education, the Work Committee is working hard on building a comprehensive education system of morality, intelligence, sports, aesthetic and labor, and forming a higher level talent training system. The concept of fostering virtue through education should be integrated into educational links as ideological and moral education, culture and knowledge education, social practices, intersecting educational fields as basic education, vocational education, and higher education. Around this goal, the discipline system, teaching system, textbook system and management system should be designed, teachers should teach and students should learn accordingly.
Strengthen the scientific level and management level of quality education with robots as the carrier, carry out scientific research around the long-term problems in school quality education, and regularly organize the school robot sports experience exchange meeting and scientific research results report meeting. Actively innovate educational theory and quality education theory, and promote the innovation of quality education practice.
4. Event management
1.Event System Construction
The robot sports are different from the traditional sports, advanced experiences of the world robot sports and the previous national robot sports events are drawn on for construction of the event system, so as to design suitable events for all kinds of students at all levels and select proper competition equipment. Follow relevant provisions of <The Education Act of the People’s Republic of China>,<The Sports Law of the People’s Republic of China> and <The General Competition Rules for China Quality Sports Robot Sports> (revised version of 2019), the rules for all kinds of events at all levels of national school robot sports have been formulated, the development plans of athletes, referees and coaches related to robot sports have been studies out, so as to carry out intellectual, professional and authoritative examination and certification mechanism among the students and teachers of the league units. This work is included in the <National School League Robot Skill Examination Measures (Interim)>, which is a major practice of comprehensively implementing the <Opinions on Comprehensively Strengthening and Improving School Sports Work in the New Era> and <Overall Plan of Deepening Education Evaluation Reform in the New Era> of the CPC Central Committee and the State Council, establishing a robot competition project directory suitable for universities, colleges, vocational and technical colleges, primary and secondary schools, laying a solid foundation for further "all-round competition".
2.Sports meeting
Adhering to the concept of "Sports shows off technology, wisdom wins the future", all kinds of regular and creative sports meetings shall be hold at national, regional, provincial, prefectural and municipal levels.
The Competition Rules of the National School Robot Sports Meeting are organized and compiled by the PHA Dept. of Ministry of Education and the Working Committee, approved and promulgated by the Ministry of Education, and implemented by the Working Committee.
The National School Robot Sports Meeting are sponsored by the Ministry of Education, and its hold fund is included in the budget of the Ministry of Education.
The regional, provincial, municipal and prefectural robot sports meetings shall be hold respectively under the direction of competent authorities of corresponding governments, and the hold funds be included in the budget of educational competent authorities of corresponding governments.
The National School Robot Sports Meeting is held every two years (at even number year); the regional and provincial meeting is held every two years(at odd number year), and the municipal and prefecture meeting is held every year. The teams participating in the meetings shall be selected
With regard to the use of the Robot Sports Fund and the Robot Education Fund, according to the fund needs of the robot sports meeting and education & teaching activities, the relevant responsible units shall apply to the PHA Dept. for filing, and then the relevant departments of the PHA Dept. and the Working Committee shall work out together whether to provide fund or not.
5. Exchange and Training
1.Actively carry forward related work as robotic education, computer programming education and robot sports etc; reinforce the development and construction of the teacher team. In terms of teacher cultivating and training, through targeted combination of robotics and computer programming professional curriculum, to develop and build professional teachers and backbone teachers teams.
2.Around the quality education and teaching reform, it shall formulate education and training plans, prepare training courses and organize front-line teachers to participate in activities as exchange, teaching observation and visiting (including oversea exchange), then to enhance communication, broaden vision and improve the system of mutual certification with continuing education credits;
3.The robot quality education is an important work of the Ministry of Education and the National School Sports League (Robot Sports) to promote the "Robot Revolution" and quality physical education in China. The exchange activity is a fundamental platform to broaden the science, technology and culture vision of Chinese youth, to cultivate high-quality professionals in China. The exchange activity has created a new mode of friendly exchange between Chinese and foreign youth,which has vigorously carried out the non-governmental diplomatic work related to the International Youth Robot Exchange Activities, such as short-term study abroad(academic visit) at public expense, short-term study abroad(academic visit) at one’s own expense, advanced study and training abroad, etc;
4.Center on the United Nations "Every woman, Every child" China Strategy and other programs, actively carrying out various related work among the members;
5. Actively carry out robotic English teaching work among the League members, meeting the needs of majority of primary and secondary school students to learn English, while enriching the learning content of China International Youth Exchange Activities, improving learning competence and English capacity;
6.In the light of the spirit of The Guidance about Promoting Online Education by 11 Departments Including Ministry of Education (JF<2019>No.11), to launch the overseas study projects of the China International Youth Robot Exchange Activity by actively promoting CQES international on-line education among the League members.
7.Actively carry out online and offline education and teaching activities, robot sports and other related work;
8. In accordance with the general requirements of the Work Committee on the development of the robot education practice base, improving the development and construction of the robot education practice base, standardize management, just assessment and other work.
6. Physical Education Fund
1.Robot Education Fund
In order to encourage the excellent teachers, students and relevant personnel in robot education and teaching activities among the member schools, "Robot Education Fund" (hereinafter referred to as "Education Fund") shall provide appropriate fund support based on the principle that incentives as dominant and fund utilizing as supplementary. It mainly includes innovation and creation award, teacher award, contribution award, scholarship, bursary, study abroad at public expense, characteristic school award, model school award, etc.
2.Robot Sports Fund
In order to encourage the excellent athletes who have made outstanding achievements in robot sports meetings at all levels and all kinds of schools, as well as the outstanding referees, coaches and relevant personnel, in accordance with relevant provisions of the Robot Sports Fund (hereinafter referred to as "Sports Fund"), the Working Committee shall provide sports fund support or related grant and scholarship for state supporting study abroad, advanced study and training abroad, long-term study abroad etc.
On the basis of being included in the budgets of educational competent authorities of the governments at all levels, when all kinds of school robot sports meetings need appropriate financial support, the Working Committee shall provide support as required by relevant provisions of the Ministry of Education.
7. Forum and Exhibition
1.Forum
As the era of robotics has come, the Working Committee regularly holds basic education forum, vocational education forum and higher education forum in line with the development direction of national education according to the characteristics of the era of robotics and the era of network.
2.Exhibition
Working with the nature of the forum, the traditional, modern and future products related to robot technology, robot knowledge and AI knowledge will be exhibited in various forums.
Chapter 2 Member Unit
Article 5: Members of the League
The League shall be applied for and joined, voluntarily and free of charge, nationwide by primary schools, secondary schools, universities, colleges, vocational colleges and educational competent authorities of local governments at all levels; application from individual or social groups are unacceptable. Those who recognizes and supports Articles of the Charter of the League and meets the requirements of Article 6 can apply in written form to the daily office - National School Sports League Robot Working Committee for verifying and approval through the chairman joint meeting or secretariat special meeting to become a formal member, director, executive director, vice chairman; and then be reported to the PHA Dept. of the Ministry of Education for filing and be awarded with certificates respectively. The member units can be divided into chairman unit, vice chairman unit, executive director unit, director unit and ordinary member unit, and then dispatching representative respectively to take relevant positions. In case of work change or retirement of the representative, the relevant unit will send new ones to replace the relevant positions. The units where vice chairman, executive director and director works can firstly apply to become a member unit, and then be promoted to director, executive director and vice chairman unit according to their contribution, meanwhile appointing representative with good moral cultivation, strong professionalism, rich knowledge and high organizational management ability to relevant positions. The Working Committee shall carry out special evaluation according to the written application of the member units to decide whether to approve or not.
Article 6: Rights and Obligations of Member Units
1. Actively participate in the activities of the League and faithfully perform the rights and obligations of the member units;
2. Be obliged to put forward feasible suggestions or plans to the Working Committee for reference by the Ministry of Education and relevant departments of the Working Committee;
3. All schools have the right to apply to join in and withdraw from the League, to become member unit or non - members unit of the League;
4. Abide by the relevant provisions of The Education Law of the People’s Republic of China, the Teacher’s Law of the People’s Republic of China and the Charter of National School Sports League (Robot), maintain the legitimacy of the League, build the authority of the League, and contribute new efforts to the healthy development of quality education in China;
5. Timely feed back of relevant information of physical education, physical teaching and robot education that use robot as a carrier from the league members and even from schools all over the country, to the Working Committee for making corresponding decisions.
Article 7: Withdrawal and Disenroll
1. Withdrawal
Any member unit has the right to voluntarily apply for withdrawal from the League in written form, and can only be withdrawn with the approval from relevant departments of the Working Committee, and publicized on the National School League website ( www.cqesa.com );
2. Disenroll
In case of serious violation of Articles of the Charter and having adverse impact on the Ministry of Education and the League, with the approval of relevant departments of the Working Committee, the decision of disenroll shall be made and be publicized on the National School League website ( www.cqesa.com )
Chapter 3 Organization Chart
Article 8: Presidium and Office
1. Method for selection of Chairman, Executive chairman, Secretary-General and Vice Chairman
The chairman, executive chairman and secretary general shall be appointed by the Department of Physical Health and Art Education of the Ministry of Education with certificates issued.The vice-chairman shall be selected and appointed by the Working Committee at a special meeting, and reported to the Department of Physical Health and Art Education of the Ministry of Education for the record.
2. Presidium
The League, as an organization unit for robot education and teaching member schools, implements administrative mechanism that setting a permanent body for managing the daily work.
The presidium has 13 seats, including 1 chairman, 1 executive chairman and 11 vice chairmen (including 1 executive vice chairman). Under the leadership of the chairman or executive chairman & secretary general, the management mechanism of division of vice chairmen ’s responsibilities is implemented.
3. Meeting Mechanism
The presidium shall hold working meetings on a regular or irregular basis.The meeting is organized around relevant work of the Ministry of Education, its relevant departments and the Working Committee, and is presided over by the chairman or executive chairman & secretary general, or by the vice chairman in charge if necessary. The meeting adopts the principle of democratic centralism: study, discuss, inspect and decide the work of the Working Committee, and if necessary, invites some executive directors or directors to attend the presidium enlarged meeting.
4. Office
As the permanent office of the League, the Working Committee adopts the secretary-general responsibility system, and carries out daily management in accordance with <The Articles of the League>
The administrative office is located in the Office of China International Youth Robot Exchange Work Leading Group.

5. Organization Setup
1.Secretariat; 2. Event management department; 3. Basic education department; 4. Vocational education department; 5. Higher education department; 6. Textbook editing and review department; 7. Fund management department; 8. Exchange center; 9. Qualification certification center; 10. Equipment testing center; 11. Regional and provincial liaison office; 12. Prefectural and municipal liaison office; 13. District and county liaison office.
The Secretariat shall have one director, other functional departments shall have 1 director, liaison offices at all levels shall have 1 director respectively, and each functional department and liaison office at all levels can be allocated with 1 or 2 deputy positions according to work needs, and relevant work shall be carried out according to the functions of each department.
6. Appointment and Dismissal
The appointment and dismissal of director of each department, regional and provisional liaison office of the Working Committee shall be decided by special meeting of the secretary-general. The director of the prefectural and municipal liaison office, district and county liaison office shall be nominated by relevant liaison office and reported to the special meeting of the secretary-general of the Working Committee for decision of appointment or dismissal.
7. Duty Allowance
Those who hold the post of vice chairman or above and those who have been appointed or removed by the special working meeting of the secretary-general shall enjoy or not enjoy the duty allowance in accordance with the relevant provisions. If they are removed or transferred, the policy of duty allowance shall automatically become invalid.
Article 9: Director Unit
I. Director
There are 200 director units in total. The member units of the League shall apply to the Working Committee in written form for approval and awarding Director Certificate, and then be reported to the PHA Dept. for filing.
2. Executive Director
There are 50 executive director units in total. The director unit shall apply in written form for approval and awarding Executive Director Certificate by the Working Committee, and then be reported to the PHA Dept. for filing
Article 10: Interpretation
The Secretariat of the Working Committee shall be responsible for interpretation of the Charter.
